I note by recent papers from Hong Kong that
the residents are petitioning you for a commission
to Enquire into the sanitary state of the Colony.
As an old resident of 20 years standing I
beg to offer my observations during
my time in the hope that they may be of some service to yourself, & your department in Endeavoring to arrive at a solution of the difficulty.
In the Early days large covered storm channels were made down
the principal streets leading from the higher levels: - Wyndham St., Laquilav St., Pottinger St., Graham St. to carry off the heavy rains to the sea.
Such channels were utilized by the builders for carrying off household drains made of soft Canton black mud bricks laid in the Lun.
It has been admitted for years that no proper means were adopted by the authorities for their connections and when any house has been pulled down in recent years
it has been no uncommon thing to find one or more of these old brick drains so saturated with sewage that a stick could be pushed into the mud
